Capital Projects Fund Program

The U.S. Department of Treasury awarded $279 million to Pennsylvania for critical capital projects. In June 2022, the Pennsylvania General Assembly appropriated this funding to the Pennsylvania Broadband Development Authority (PBDA), which was used to establish grant programs that identify eligible projects that meet program guidelines and federal requirements.

Capital Projects Fund Performance Report

As a recipient of federal Capital Project Funds, Pennsylvania is required to submit an annual CPF performance report. The report provides information on PBDA funded projects through each CPF program as well as updates on project progression.

Broadband Infrastructure Program

Through the Capital Projects Fund, $200 million in federal funding was made available for businesses, non-profits, local governments, and economic development organizations. This funding was distributed through the COVID-19 ARPA PA Broadband Infrastructure Program (BIP) (a BIP overview fact sheet is also available.) Applications for BIP funding closed in 2023.

Multi-Purpose Community Facilities Program

Through the Capital Projects Fund, $45 million in federal funding was made available for community anchor institutions and local governments. This funding was distributed through the Multi-Purpose Community Facilities (Facilities) Program (a Facilities overview fact sheet is also available.) Applications for Facilities funding closed on April 20, 2024.

Digital Connectivity Technology Program

Through the Capital Projects Fund, $20 million in federal funding was used to procure laptops and distribute them through the Digital Connectivity Technology (Technology) Program (a Technology overview fact sheet is also available) for public-facing institutions such as libraries, community schools, municipalities, workforce training organizations, not-for-profit organizations, and other community anchor institutions.
