The Pennsylvania Department of Labor & Industry, through the Bureau of Labor Law Compliance, determines prevailing wage coverage and, upon request, issues rates for covered projects. The Prevailing Wage Regulations allow the Secretary of Labor and Industry to consider collective bargaining agreements and other data types to determine wage rates.
While the PA Broadband Development Authority (PBDA) is not responsible nor has influence over how wage rates are determined, it is important to ensure that accurate and robust resources are available for entities looking to work with the PBDA through various grant programs. The intent of this webpage is to ensure that visitors looking for answers to PA Prevailing Wage regulations can easily access the many resources currently on the Department of Labor and Industry’s website.
In an effort to streamline the process for BEAD applicants to obtain Pennsylvania Prevailing Wage Rates for their proposed projects, the PBDA obtained rates for each county below from the PA Department of Labor and Industry.
Please note: The rates included in these determinations reflect current rates as of January 22, 2025, and are valid for 120 days. The rates are informational only. Prevailing wage rates are project specific and subject to change based upon available information. These determinations are intended to provide applicants with necessary information to estimate project costs. Prevailing wage determinations will be required from the PA Department of Labor & Industry should the project in question be approved.
