The Pennsylvania Department of Labor & Industry, through the Bureau of Labor Law Compliance, determines prevailing wage coverage and, upon request, issues rates for covered projects. The Prevailing Wage Regulations allow the Secretary of Labor and Industry to consider collective bargaining agreements and other data types to determine wage rates.
While the PA Broadband Development Authority (PBDA) is not responsible nor has influence over how wage rates are determined, it is important to ensure that accurate and robust resources are available for entities looking to work with the PBDA through various grant programs.
