On Thursday, September 4, 2025, the PBDA submitted the Draft BEAD Final Proposal to the National Telecommunications and Information Administration (NTIA).
Please note that all provisionally selected projects are subject to NTIA approval. Adjustments may be required during NTIA’s review, which could result in updates to provisional selections.
PBDA sought comments to the Draft BEAD Final Proposal in advance of submitting to the National Telecommunications and Information Administration (NTIA) for review.

PBDA sought comments to the proposed BEAD Template Agreement to standardize terms and conditions to the fullest extent possible, to facilitate transparency, and to avoid delay with negotiations with individual grantees.

On June 6, 2025, NTIA released the BEAD Restructuring Policy Notice (Policy Notice). As a result of the Policy Notice, PBDA deferred all Round One BEAD applications to Round Two and have provided an updated timeline. Please note that this timeline is tentative and subject to change.
